The Emancipation Proclamation, which was issued on September 22, 1862 (immediately following the Union victory of the Battle of Antietam) & became effective on January 1, 1863, ordered all slaves to be freed in areas “in rebellion against the United States”. Lincoln intentionally did not abolish slavery in northern states & territories as a strategic ploy to antagonize the south.
